Amman, Zarqa: Sanitation Programme: NEXUS and Resource Protection

The population in Jordan has increased substantially over the past few decades due to natural population growth as well as involuntary migration (refugees), consequently creating pressure on water resources which in turn automatically increases the wastewater generation rates.
Within this context, the Water Authority of Jordan (WAJ) has arranged for implementation of the Sanitation Programme: Nexus and Resources Protection which mainly includes the implementation of infrastructure measures in the sanitation sector, based on the priorities identified in the National Wastewater Plan.
The Project is divided into different components:
The first two address extending the wastewater collection systems in Shafa Badran, north of Amman, and Sukhne, north of Zarqa, achieving adequate and equitable sanitation for all.
Component 3 includes the upgrading and extension of As Salt WWTP which contributes to improving water quality by reducing the proportion of untreated wastewater and increasing safe reuse.
Component 4 includes the implementation of a hydropower plant on the main effluent pipeline at Shounna which in turn improves energy efficiency and re-use in the sanitation sector thus contributing to climate change mitigation and adaptation.
Finally Component 5 includes extension of sewer networks in Al Mansour, Um Halilifa and Khirbet Musallam, located in the north of Amman Governorate also achieving adequate and cost efficient sanitation services.
In general the project provides 50,000 inhabitants with sewer networks that are operated in adequate level as well as providing additional wastewater of 40,000 inhabitants for re-use systems by the new sewer networks. The project also improved the energy efficiency at the Wastewater Treatment Plant As Salt resulting in a reduction of energy consumption of at least 10%

Component 3: As Salt Wastewater Treatment Plant (rehabilitation and extension)
Several options have been taken into consideration, including the construction of a new WWTP on a new site located 10 km down the road to the Jordan Valley. In order to meet the effluent standards including the quality criteria for total Nitrogen (as N) that were set, it is required to implement advanced nutrient removal using the activated sludge process. Further technical options included the conventional activated sludge process with anaerobic stabilisation of the sludge and power production, or the extended aeration process.
Sludge will be stabilized in anaerobic digesters and electricity corresponding to over 35% of the total demand will be produced. The stabilized sludge will then be mechanically dewatered and dried and is foreseen to be reused in agriculture, whereas the effluent will be reused for irrigation in agriculture. Photovoltaic panels will also be installed on the roof of the sludge storage area.
Component 4: As Shounna Hydropower Station
As part of the system facilitating the use of reclaimed water for irrigation, it is planned to construct the As Shounna Small Hydropower Plant, appreciating the topography of the project area.
