- Investment measures consisted of the construction, extension and rehabilitation of approximately 170 schools, along with the provision of furniture and equipment as well as the assistance in the implementation of a sustainable funding and monitoring of maintenance systems.
- The selection of districts and schools was based on a needs assessment according to defined socio-economic and educational criteria.
- The review of school design and standards aimed at the improvement of the learning environment, the increase of efficiency and quality and at the same time at the reduction of construction costs and maintenance friendly buildings.
- In order to improve the sustainability of the investment measures, the complementary measures supported the MoE in its decentralisation strategy. The role of communities and stakeholders was strengthened and the management competence at the local administration and school level was increased.

Description
The NILE programme was part of the education enhancement programme introduced by the Ministry of Education (MoE) and the KfW Entwicklungsbank (KfW) in 1996. The objective was to upgrade education facilities and provide complete free, equitable and quality education for children; achieving defined education standards and allowing children to develop according to their personal and cultural background. In addition, schools offered the opportunity of participation, teamwork, and cooperation to all staff members. The project took place in four Governorates that are situated in rural areas of Upper Egypt and among the poorest Governorates in Egypt.
